Abusefilter group for testwiki

Description

Some users are interested in just testing filters at testwiki but since only admins have access to those there, the need to grant the full admin package to those users is an impediment. We should have a group just for editing filters, as several wikis have already. See recent enwiki and testwiki discussions.

Do we really need this? It's very easy to gain adminship at testwiki.

From what I saw when looking at a couple of requests, it's not that easy (compared to a few years ago) since it seems there's a standard of either (1) being an admin on another WMF project or (2) being involved in a coding project where testing of admin tools is necessary for its development. (There's still the issue of access to deleted content, so the standard can't be too low.)
Since several projects have non-admin abuse filter editors and users who help with false positives, a place for them to test filters seems appropriate. It's a very specific use case not related to other admin tools.
The main reason for this separate group though is that it takes too long for requests to be processed by bureaucrats. We could speed up their handling by having admins add/remove the group.

Considering that we could block/protect with the abusefilter, I'm not sure whether we could trust a user who we can't trust with the admin tools. Also I don't really think we've deleted "private data" at testwiki so having the ability to view deleted content is also not really an issue there.

I've no issue with sysop rights being granted to reasonably trusted users needing it only for AbuseFilter testing.
In that case there shouldn't be a need for such a group.
So we can consider this resolved.
