Description:
I believe there should be a user ranking system for wiki content, wherein
once the voting reaches a particular threshold, the content can be locked
forever or future edits will be limited to original author/someone of
repute or such edits done on that page will be reviewed and submitted.
WOn't this stop vandalism to an extent?
One should be able to rank the author too.

While FlaggedRevs can be used (sort of) like what is originally being suggested, the actual premise of "once people have voted enough, it becomes immutable" goes against the "anyone can edit" principle. Of course a 3rd party extension could implement this, but you'd be hard pressed to get a WMF community to approve it.
