This is what I have in mind at the moment; it may be subject to corrections and changes.
Following [[https://zh.wikipedia.org/wiki/WP:RFC/RFA2024#議案2A:合併選舉存廢|this discussion]] last November, it was suggested that the voting page (and therefore the comments section) be split for each candidate, on the grounds that this would allow individual comments for each candidate and avoid confusion (see below). There was some support for this at the time, but further discussion was deemed necessary - some have pointed out that people here are reluctant to do this. If attitudes don't change on the Phabricator side, I'd like to know if there are other ways of doing this - at least separating the comment sections for each candidate. Also, as some are confused that they can only support one candidate in each Sysop election, there should be a reminder in the description to clarify this.
Also per [[https://zh.wikipedia.org/wiki/Wikipedia:ARBCOM#問卷|this recent discussion]], at the same time as the admin election, there should be a request for comments (not a vote) on the role of the ArbCom in future desysopping requests. The community's position on the RFC's anonymity is unclear - some have suggested doing this anonymously on SecureVote, but there's one user against this, who thinks it's inconvenient for users to interact with others and reach a consensus. I'm trying to get a clearer picture at the moment.
For Apr 2024 election and anonymous RFC, the tentative timeline should look like this:
* Apr 8 - Apr 20: Election setup
** [] Import the question
** [] Import the list of eligible voters (should be those who can vote before UTC time 00:00, Apr 1)
** [] Make the scrutineers (local suppressors) election admins on votewiki
* Sometime in late-April and early-May: Voting period
* mid-May: Tallying period
** [] Election exec. committee checks if any vote was cast while the user was locally blocked
** [] Scrutineers run necessary checks to strike votes submitted by socks or placed through proxy IP addresses
** [] Scrutineers confirm that the result posted on wiki matches the result from the tally
I've taken into account the upcoming vote for U4C members, although delays may be possible to avoid overlapping time slots for both elections.
Special instructions:
Depending on the answer to the first question and my findings on the second one, we may need to create (at least) two ballots during the election: for sysop, for other advanced permissions (and for the RFC on the role of ArbCom).
For the first two ballots, There should be 4 options for each candidates, "support", "oppose", "neutral" and "abstain". The default selection is "abstain".
We would like to set voter-privacy to 1.
