Use SecurePoll for zhwiki's admin election and anonymous RFC on the role of Arbcom (May-June 2024)

Description

Background:

Following this discussion last November, it was suggested that the voting page (and therefore the comments section) be split for each candidate, on the grounds that this would allow individual comments for each candidate and avoid confusion (see below). There was some support for this at the time, but further discussion was deemed necessary - some have pointed out that people here are reluctant to do this. If attitudes don't change on the T&S side, I'd like to know if there are other ways of doing this - at least separating the comment sections for each candidate. Also, as some are confused that they can only support one candidate in each Sysop election, there should be a reminder in the description to clarify this.

Also per this recent discussion, at the same time as the admin election, there should be a request for comments (not a vote) on the role of the ArbCom in future desysopping requests. The community's position on the RFC's anonymity is unclear - some have suggested doing this anonymously on SecureVote, but there's one user against this, who thinks it's inconvenient for users to interact with others and reach a consensus. I'm trying to get a clearer picture at the moment. (See updates below T361902#9708992)

The tentative timeline:

  • May 7 - May 28 - : Election setup
    • Create elections through votewiki UI
    • Import the question
    • Import the list of eligible voters (should be those who can vote before UTC time 00:00, Apr 1)
    • Make the scrutineers (local suppressors) election admins on votewiki
  • May 29 - Jun 12: Voting period
  • Jun 13 - Jun 20: Tallying period
    • Election exec. committee checks if any vote was cast while the user was locally blocked
    • Scrutineers run necessary checks to strike votes submitted by socks or placed through proxy IP addresses
    • Scrutineers confirm that the result posted on wiki matches the result from the tally

Special instructions:

  • Per community consensus, the voting page should be split for each candidate (there are 5 candidates). Furthermore, We would like to create an another voting page for the anonymous RFC on the role of ArbCom. In total, there are 6 voting pages:
    • 4 sysops vote (Manchiu, UjuiUjuMandan, ASid, ATannedBurger), 1 oversighter vote (AT) and an anonymous RFC
    • If it is technically impossible, we would like to create two voting page for sysops and oversighter (See T361902#9773501 for the detail) and we will add the reminder to avoid confusion.
  • For the sysops and oversighters votes, There should be 4 options for each candidates, "support", "oppose", "neutral" and "abstain". The default selection is "abstain". For the anonymous RFC, there should be 2 options, "empty" and "empty". The default selection is the first option.
  • We would like to set voter-privacy to 1

According to the metawiki page, the voting period start at April 25, 2024 to May 9, 2024. Therefore, the zhwiki election may start at late May or even June. Thanks.

I've updated the tentative election schedule to reflect the timeframe of the U4C vote, though further delays are possible depending on the progress of the U4C vote count. Also, from what I have seen, there is a rough consensus that an anonymous RFC can prevent ad hominem when discussing sensitive issues like the ArbCom, that it can run alongside normal discussions, and that the community should give the method a chance. Supposely the RFC will go ahead.

I updated some information of Candidates and timeline. I hope I can update configurations and more information in few days (I am quite busy IRL). The timeline may tight, so please let us know if we need to delay the election. Thanks.

Furthermore, if it is impossible to splitting vote pages for each candidate, here is the alternative:

  • Vote 1:
    • Manchiu
    • UjuiUjuMandan
    • ASid
    • ATannedBurger
  • Vote 2:
    • AT
  • Vote 3: Request for comments on the role of the ArbCom

I updated more information. Since it is impossible to setup the election within two days, I changed the timeline to "Late May / June" and will discuss with the local community.

  • Do we know who are the scrutineers for these votes? Let me know the usernames (if already exist on votewiki) otherwise please email me so that I can create the accounts and add them as admins.
  • We prefer not to switch the language of votewiki to zh as we are also preparing for T364811 at the same time.

As for the RFC, I am not entirely sure how you wanted to set up the anonymous RFC vote. Can you please elaborate?
