Right now, when you open a page with mobile VE, the cursor does not get enabled on load unless you tap on CE.But all the options in the toolbar is active.Now if user yaps on Link icon or Citation option, no dialog appears. I think we should keep the toolbar disabled in order to not make it look like not working at all.
