Description

When you open a page with mobile VE, the cursor does not get enabled on load unless you tap on CE, but all the options in the toolbar are active. Then, if the user taps on the Link icon or the Citation option, no dialog appears.

I think that we should keep the toolbar disabled in order to not make it look like it is not working at all.

The toolbar will start disabled and will only be enabled if and when the cursor is on the CE surface, when the surface model initializes.
