Currently, when other users edit the user or user_talk page of a blocked user they see an information message. For example, if User:AdminPerson blocks User:Apples and User:Bananas goes to edit `User_talk:Apples`:

The blocked user also sees the information message when editing their talk page:

====Problem to solve (thing to decide)
These information messages seem appropriate if a user is blocked sitewide, but not appropriate if a user is only partially blocked. Block stigma is real, and showing this message whenever anybody edits their talk page could do more social harm than good.
My current thinking is:
* Leave these messages as-is if the block is sitewide
* Do not show these messages if the block is partial
* Special:Contributions will always show the most recent block status for the user (partial + sitewide)
