**Proposed Solution**
[[ https://github.com/wikimedia/mediawiki/blob/5bb50de75bb7fc1eefa4aabb2a17f2731d36a87a/includes/specialpage/SpecialPageFactory.php#L720-L765 | SpecialPageFactory::getLocalNameFor() ]] always uses the [[ https://www.mediawiki.org/wiki/Manual:Language | content language ]] to determine the "local" name, the same should be done for the URLs in for the subpages in `Special:Investigate`
