**Reason**
The `mediawiki/services/image-suggestion-api` repository was used for the image-suggestion-api.wmcloud.org service in the past. That service is now out of service and no longer used, which means the repository can now be archived.
The wmcloud API was replaced via the `image-suggestion` k8s service in production, which is based on the `wikimedia/generated-data-platform-datasets-image-suggestions` repository.
