Reason
The mediawiki/services/image-suggestion-api repository was used for the image-suggestion-api.wmcloud.org service in the past. That service is now out of service and no longer used, which means the repository can now be archived.
The wmcloud API was replaced via the image-suggestion k8s service in production, which is based on the wikimedia/generated-data-platform-datasets-image-suggestions repository.

- Add maintainers of that service as subscribers to this task (if they have no apparent Phabricator account, notify them on-wiki or via email if possible and note it here).
- Add Phabricator project Image-Suggestion-API as a tag for this task.
- Configuration/tests/integrations/etc.
- Remove tests in integration/config (zuul/layout.yaml).
- Repositories
- Empty repository, leaving only the README indicating the repo is archived, and referring to this task by URL.

- Deactivate the Diffusion repository for the service: https://phabricator.wikimedia.org/diffusion/MSIS/
