Getting a timeout trying to connect to frdev1001.mgmt.frack.eqiad.wmnet, figure out why.

frdev1001.mgmt.frack.eqiad.wmnet (10.64.40.200) is inaccessible, it doesn't respond to ssh or ping. I double-checked the IP address in case it changed when we switched to generating DNS from netbox, but it it's same as it was in 2019.
