Per [[ https://en.wikipedia.org/wiki/Wikipedia_talk:Autoconfirmed_article_creation_trial#Landing_page_vs._sending_users_directly_to_Article_wizard | discussion on-wiki ]] (and discussion with Nirzar and Danny), we should prepare a patch that redirects non-autoconfirmed users directly to the [[ https://en.wikipedia.org/wiki/Wikipedia:Article_wizard | Article Wizard ]] rather than sending them to a landing page.
==Acceptance criteria
* When a non-autoconfirmed user tries to create a new article, they are redirected directly to the Article Wizard.
* The title of the page they are redirected to ("Wikipedia:Article wizard") should be specified in a config variable.
* The title of the potential new article should still be passed as a query string parameter to the Article Wizard.
* Autoconfirmed users should go directly to the editing interface instead of being redirected.
