Redirect non-autoconfirmed users directly to the Article Wizard

Description

Per discussion on-wiki (and discussion with Nirzar and Danny), we should prepare a patch that redirects non-autoconfirmed users directly to the Article Wizard rather than sending them to a landing page.

Acceptance criteria

  • When a non-autoconfirmed user tries to create a new article, they are redirected directly to the Article Wizard.
  • The title of the page they are redirected to ("Wikipedia:Article wizard") should be specified in a config variable.
  • The title of the potential new article should still be passed as a query string parameter to the Article Wizard.
  • Autoconfirmed users should go directly to the editing interface instead of being redirected (same as currently).
