Change Details

Some users are interested in just testing filters at testwiki but since only admins have access to those there, the need to grant the full admin package to those users is an impediment. We should have a group just for editing filters, as several wikis have already. See recent [[https://en.wikipedia.org/wiki/Wikipedia_talk:Edit_filter#Request_for_permission_for_PhantomTech|enwiki]] and [[https://test.wikipedia.org/wiki/Wikipedia_talk:Requests/Permissions|testwiki]] discussions.
