Fundraising-Ops wants to have all address change requests exported. The updated export script has not been deployed yet because it would break existing cron jobs, so we will have to either locate and fix all outstanding issues that are blocking this deployment or use raw SQL to generate the same output as the export script.

As part of this ticket, we have to do the first export manually because it is needed immediately. Afterwards, we need to create a legacy export flag to allow us to continue to use the legacy output of the existing exports.
