Should we validate which moves of Flow boards are allowed (based on wgFlowOccupyNamespaces)? This is broken out from {T72073}. I'm not sure whether we should actually do it, though. I could see arguments both ways: Pro: Users expect it. Con: It goes against the idea of using content model except when the page doesn't exist. If someone does a bad move, just move it back.
