**Description**
When an admin notices an inappropriate change or has gotten informed about an out-of-line change through a discussion,e want to be able to overlap blocks on the same target with different parameters. Currently we are limited to one block per target with the exception of autoblocks on IPs// (2 blocks for IPs if one is an autoblock)//. and wants to take action based on that,With this change there will not be any limitations on how many blocks a target can have. he might want to block the editor of the changePS: we should have a hard limit, but finds that he has limited control of the block/can not create an additional block as they can lot be layered on top of each other.
**User Story** As an admin of the wikis, when I need to create a new block site-wide or on certain pages (partial block), I want to create new blocks at times and state the reason for the block based on observed behaviourwe don't want 300 blocks for the same target.
