This follows in the footsteps of {T248343} and {T261220} and {T291437}. Some Parsoid code was merged in core just after 1.38 branched, but we're still not fully merged. This task will be used to track the task of porting the zero conf code used for 1.35 and 1.36 and 1.37 to MW 1.38. Another task (xxxx) will track zero-conf for the next LTS release, MW 1.39.
