Description

This follows in the footsteps of T248343: Uncached VisualEditor w/ Parsoid/PHP (no JS, no RESTBase) for MW 1.35 LTS and T261220: Zero Config Install of VE + Parsoid for MW 1.36 and T291437: Zero Config Install of VE + Parsoid for MW 1.37.

Some Parsoid code was merged in core just after 1.38 branched, but we're still not fully merged. This task will be used to track the task of porting the zero conf code used for 1.35 and 1.36 and 1.37 to MW 1.38.

Another task (T305108) will track zero-conf for the next LTS release, MW 1.39.
