As a Wikibase Editor, I want to find out more details about different federated properties (scope, constraint definitions, usage examples) so I know how to use them to make statements.

Users could be directed to wikidata.org/wiki/Special:ListProperties instead. When a user navigates to this federated list of properties, they should see a notification that they will be leaving the local instance and going to the external Wikidata page.

- Should we redirect Special:ListProperties page to an intermediate screen containing the notification and a clickable link to the wikidata.org / remote Wikibase list of properties page?
- Should we disable Special:ListProperties and add a different special page (e.g. ListFederatedProperties) instead?
