The new Special:Contribute page can be enabled on a per-skin basis using the new configuration flag wgSpecialContributeSkinsDisabled

**Initial enablement**
The proposed enablement will be for the mobile skin and on the following small set of Wikipedias:
- Albanian (sw)
- Bangla (bn)
- Malayalam (ml)
- Mongolian (mn)
- Tagalog (tl)
Those Wikipedias have [the mobile translation experience](https://www.mediawiki.org/wiki/Content_translation/Section_translation) enabled and "Wikipedia:Requested_articles" page [is available](https://www.wikidata.org/wiki/Q4664111#sitelinks-wikipedia). Allowing for the initial set of activities provide to be available in their best way.
