It says "PEarlier registered users could purge the site cache for a page without confirmation" and others were asked for confirmation. Due to T135170 now everyone is asked for confirmation. Recently "without confirmation" part was removed from right's description (T215131), but this is no longer the case due to T135170 and it seems that confirmationless purge that requires a user right is not coming backin Special:ListGroupRights it still doesn't add up quite. So this text should be reworded to reflect what actually is the effect of having this user right (T135170#2588767 says it still has uses).It's still listed as right of only the registered users, Or,while actually anyone can purge the site cache for a page.
I suppose this right could be given to all users so that'd it'd better reflect the actual situation. perhaps,Another option might be removing the right altogether. these remaining uses can be replaced with something else and the userComments [[https://gerrit.wikimedia.org/r/496318|here]] suggest that the right can be removed altogether?might not be needed.
