The global-ipblock-exempt global group on meta. allows to apply ipexempt permission to every Wikimedia project, instead to need to require individually on each wiki the right. @Mbrt requested that and has been added to the global group: 03:19, 9 September 2016 Hoo man (talk | contribs) changed global group membership for User:Murbaut from (none) to global-ipblock-exempt (Per request (Special:Diff/15890815#Global_IP_block_exempt_for_Murbaut/ otrs:9412575)) When trying an edit on en.wikipedia, it got the following message: "your ip has open proxy and blocked range from 8.37.225.0/24 expiry at 02:07, 2017 March 21" It seems the global IP block exemption right didn't in this case supersede the blocked range.
