The browser test framework for MediaWiki core (and probably other things) migrated from Ruby to Node.js recently but most of the pages at [[https://www.mediawiki.org/wiki/Browser_testing|Browser testing]] have not been updated. There is no documentation on how to install prerequisites or how to run tests on vagrant.
