Node.js Selenium framework lacks documentation

Description

The browser test framework for MediaWiki core (and probably other things) migrated from Ruby to Node.js recently but most of the pages at Browser testing have not been updated. There is no documentation on how to install prerequisites or how to run tests on vagrant.
