**steps to replicate the issue**:
* open wikipedia, on an android device, with brave browser, in desktop mode, in the vector 2022 skin (it doesn't matter whether you are logged in or not)
* go to any suitably long page, such as [[ https://en.wikipedia.org/wiki/Wikipedia:Administrators%27_noticeboard/Incidents | wikipedia:administrators' noticeboard/incidents ]]
* open the table of contents, not in the sidebar mode
* attempt to scroll through the table of contents
**what happens?**:
the page behind is scrolled
**what should have happened instead?**:
the table of contents should have scrolled
**software version** (skip for WMF-hosted wikis like Wikipedia):
**other information** (browser name/version, screenshots, etc.):
the browser is brave, and this is an android device, but it is also bugged on computers
