Rationale:
I need a MediaWiki instance like http://livingstyleguide.wmflabs.org to combine #MediaWiki-skins-Blueprint and the content currently at https://www.mediawiki.org/wiki/API:Data_and_developer_hub . We may try other documentation experiments in labs, so the general project name "documentation" seems appropriate.
//Note// there's already an abandoned [[ https://wikitech.wikimedia.org/wiki/Nova_Resource:Documentation | "Documentation" labs project]] for a [[ https://wikitech.wikimedia.org/wiki/New_Project_Request/mediawiki-dev-doc | MediaWiki documentation project]] from 2013 to to "add semantic with SemanticMediaWiki for MediaWiki documentation pages." The project only has one member [[ https://wikitech.wikimedia.org/wiki/User:Exbe | Exbe]], that has had no activity on wikitech or mediawiki.org since 2013 and she [[ https://wikitech.wikimedia.org/wiki/User_talk:Exbe#Deleting_abandoned_projects_in_Labs | confirms ]] the project is defunct. I don't know if it's easier to usurp her labs project and instance, or somehow archive it as e.g. "MW-doc-in-SMW-defunct."
