Purpose: T98164: prototype Data and developer hub with Blueprint skin

Rationale:
I need a MediaWiki instance like http://livingstyleguide.wmflabs.org to combine Blueprint and the content currently at https://www.mediawiki.org/wiki/API:Data_and_developer_hub . We may try other documentation experiments in labs, so the general project name "documentation" seems appropriate.

Note there's already an abandoned "Documentation" labs project for a MediaWiki documentation project from 2013 to to "add semantic with SemanticMediaWiki for MediaWiki documentation pages." The project only has one member Exbe, that has had no activity on wikitech or mediawiki.org since 2013 and she confirms the project is defunct. I don't know if it's easier to usurp her labs project and instance, or somehow archive it as e.g. "MW-doc-in-SMW-defunct."
