The alarms on bot user growth against the userHistory data set when doing mediawiki history checker have not been useful, given that they are not evergrowing (in some wikis the number of users with bot group can be less than the previous snapshot). So, we should remove them, from the check to avoid false positives.

Currently false alarms occur as we are using latest-bot info, leading to some events being removed: when a user changes from bot to non-bot, all its events are non-bots as well. Using historical bot-information should make the metric stable.
