User story

As a user who is mindful of bandwidth usage, I want to be able to set what is downloaded under different conditions.

Proposed solution

Provide controls to manage bandwidth usage under Settings, namely:

An option to only download on WiFi (for both T193027 Reading list items and T173417 Offline compilations files)
An option to download without images (for reading lists only) T193487
An option to turn off default automatic download of articles for offline T193492
