Upgrade codebase to Python 2.9

We already upgraded from 2.7 to 3.7 in 1b084c4,
but Toolforge only has Python 3.9 available by now.

This is probably also a requirement to move
the cron jobs from GridEngine to Kubernetes.

Part of T334932, will help with T320160
