Adds a grrrit-wm restarting command for you to type in irc

@Dzhan helped with some of this.

You will need to be on the whitelist to run the following commands.

Commands that can be used

grrrit-wm: restart

!grrrit-wm-restart

This command forces restart the ssh connection (Just to make sure it reconnects)
Only use this command if the ssh connection has been ended like if we restart
gerrit. since this can duplicate ssh connection if the ssh connection wasen't ended.

grrrit-wm: force-restart

!grrrit-wm-force-restart
