Update Wikibase ontology URI

Since the Wikibase ontology moved from beta to release status (T112127),
we need to use the new base URI, otherwise we can’t retrieve the wikiGroup
of any site, which means WDMM will return no results because 'None' is
not one of the wiki groups selected by the user.
