As of today, we started sending people to the "bad title" error when they access a disabled gateway:

That was a poor choice, I decided to do this just so the error message was translated into many languages, and at least vaguely correct.

Instead, we should redirect to the existing payments error page, so it gives the donor options for how to recover and donate another way.
