I propose to decline this request (and close the tracking bug too).
I don't see why a "project" with three open tasks (which could also easily be searched for across tasks via "unicode" or "utf-8") needs a workboard and a project tag, especially as I18n and MediaWiki-Internationalization also exist already. If there is a convincing usecase to only ever follow or work on Unicode tasks but never follow or look at other i18n tasks, please let us know.
