Description

Garfield would like to do some basic project cost tracking. We'll use this project (https://phabricator.wikimedia.org/T104432) as our test case. We are primarily interested in these factors: Garfield wants x # of engineers/quarter (0/25/50/75/100%) as well as other costs.

The plan is that this is looped into quarterly reviews. We'll see.
