Sometimes -I think- it may be useful to notify all users from a given user groups about a discussion (for example: all administrators). I propose that such a "ping" be possible if at all workable and not very expensive. Thanks.

That sounds very easy to abuse to annoy all users of a given group. There are over 6,000 reviewers on enwiki, we should not just allow anyone to ping all of them at once.

I think that T76199: Goal: Newsletter extension for MediaWiki (a current GSoC project) might be a better solution for this.
That will send Echo notifications to a predefined list, and allow opt-out, and restrict the ability of 'anyone' to add names to the subscriber list.
