Description

T97096: API requests are not cached for logged-in users unless uselang is set explicitly

Apparently Pywikibot needs to set uselang=content to enable caching.

The relevant API change is https://gerrit.wikimedia.org/r/#/c/171050/

I don't see that this there is any advanage for our API calls. Anyway Pywikibot has its own cache.
