Description

Please enable XML imports (with importupload user right, and importer user group) on a chapter MediaWiki site: rs.wikimedia.org, that is being maintained by Wikimedia Serbia, where I serve as a president and sysop/bureaucrat on the wiki. We'd like to import some pages from some of our other sites.

So an importer group with the importupload right already exists, it just can't be granted. Should admins or bureaucrats be able to grant it? Both? What about removal of the group?
