Enable assignment of importupload on en.wikibooks

Description

Per https://en.wikibooks.org/wiki/Wikibooks:Reading_room/Proposals#importupload_for_Wikibooks; while there was not much comments on the proposal, there is no visible opposition either. Hence, it would be nice if

  • Import uploader (separate from transwiki import that can already be assigned) can be assigned and removed by sysops
  • importupload is bundled into the sysop toolkit

Does not really sound as a good idea to me. I would rather the wiki changed the interwiki import sources if some big imports are emerging, or just had a few importers but have them go through SRP. I am not sure even about giving this permission management to crats is a good idea, certainly not to all sysops. Is there a precedent?

en.wikibooks historically has been more import-heavy than the average Wikimedia wiki. Changing the interwiki import sources is possible, but then it is difficult to predict when that would be necessary, and it's happened in the past that users were requesting import from wikis that did not come under the whitelist (in which case we had to ask QuiteUnusual to do it as a steward). Plus, with the passing of the video game strategy guide proposal, it is anticipated that some users will request importation from non-Wikimedia sites such as StrategyWiki, which will anyway require importupload (yes, a URL will suffice, but that is not preferable).

As someone who was formerly an importupload user that was requested at SRP, I am not comfortable with that alternative since convincing them (plus having to repeatedly request on RFP first) is not straightforward and the Meta rules say that importupload is given only temporarily (and was the case for me).

That being said, as you may notice in the discussion, there were some concerns and that is the reason importupload is the only non-admin permission that requires a 5-day discussion on WB:RFP, and additional safeguards have been provided (such as not attributing local users unless being absolutely certain).
