Description

Hello, the local community wants to enable XML-import for sysops. No one opposes, consensus is stated here:
http://de.wiktionary.org/wiki/Wiktionary:TS#Softwareanpassungen (item #1)

As I understand config have to changed to:
groupOverrides:

'dewiktionary' => array(
    'sysop' => array( 'importupload' => true, ),
),
