On small screens, put legal text on the bottom of the page

Description

On small screens, putting the legal text at the top of the page is overkill. I don't think it's meant to be so important that it overshadows the actual content.

For small screens where the siderail content is at the top, put the legal text at the bottom of the page.

This ticket is stalled pending Nick getting the okay from Michelle in Legal.

I have no idea what this task is about or which Nick is meant (as no assignee was set). Closing.

(When going to a Flow page and using Vector skin the usual location in that skin applies, both on desktop and mobile.)

@Aklapper I think this is referring to the following situation:

In the "smaller" (screen with less width), the legal disclaimer is above the discussions, while on normal desktop screens (with more width) that disclaimer is located on the right sidebar.
