WMF Legal just launched the developer app guidelines here:

We wanted to have a link to the guidelines on the dumps page (https://dumps.wikimedia.org/) under the "Legal" section above the Copyright licenses.
The sentence could state:
App Guidelines:
Guidelines for developers on how to properly reuse Wikimedia data, trademarks, and content.

All right, I've added this change on the page of just legal text too, I suppose that can't hurt anything. Since Legal signs off on what we've already done as good enough, I'm closing this.
