More people came to the discussion and they all supported. (We have few active users.)

hm, Special:Statistics say, that we have 20 active users. At the moment I see 5 people which support, so we have 25%. Is that enough?

According to the list, 5 of 20 are bots and 9 just visited from other projects. So there are actually 6 in total. Most of them already joined the discussion.

The patch is ready (he is local at my computer, I will upload him, if someone from the WMF say, that there are enough people support this).

No problem with the consensus here, in my opinion. (I'm not from WMF, but I've been around "site requests" for a long time and know how it works.)

You should look at Special:ActiveUsers instead of Special:Statistics. There, you will see that most of the active users have only a handful of edits in the last 30 days, and could not be expected to participate in consensus-building discussions.
