In my preferences, I have "Flow" notifications turned off, because I really do not want a notification every single time someone edits a Flow page I happen to have on my watchlist, but I do have "Mention" enabled, because I do want to know when people mention me.

That is not quite how it works. If you have e.g. https://www.mediawiki.org/wiki/Talk:Flow watched, you will only receive notifications when someone creates a new topic. Only if you watch the topic will you get notifications about actions on that topic (e.g. replies).

It seems like either the "Flow" preference is overriding the "Mention" preference, or mentions are not working properly in Flow.

Indeed, "flow-mention" is in the Flow category, not the Mention category. I'm not sure if there was a specific reason for this.

That would still mean too many notifications for me.
