A quick test (see 25 Jan '16: https://en.wikipedia.org/w/index.php?title=Special:AbuseLog&wpSearchFilter=727) shows that this isn't the full story. I suspect it has something to do with the throttle option too, but that has no effect in my tests either beyond what is expected.

We have just had a similar case at cswiki - the user wasn't able to save an edit (using VisualEditor) though it was always logged with both "Warning" and "Tagged".

I thing it could be a VisualEditor problem.
