Event Timeline
One option is owncloud, can be hosted on our server easily. It should be noted that the people who have administrative access to the server (meaning our tech committee as well as our hosting provider) will be able to read the documents. Of course one may encrypt the files before uploading to the server if the files contain confidential information.
It doesn't have client-side (i.e. end-to-end) encryption. It has server-side encryption, but that doesn't really protect from the admins of the server because the encryption key is stored on the same server, so anyone who has administrative access to the server can access the key and thus decrypt the data (it is meant to be used when owncloud itself stores its data remotely, i.e. not on the same server - but the server that owncloud is installed on needs to be trusted).
That doesn't differ much from any other cloud service though. So the data needs to be encrypted locally if it's sensitive.
Closing this old task as WMUA currently does not use Wikimedia Phabricator to plan or track work.
