Completion Suggester: make sure that the cronjob mediawiki::maintenance::cirrussearch is deployed to only one machine (terbium)

Description

The cronjob that updates the completion suggester is deployed to 2 machines: terbium and mw1152.eqiad.wmnet we should make sure that this cronjob is deployed on only one machine.
The script is not designed to allow this kind of setup, it caused some troubles: duplicated indices, empty indices.

Fix is deployed, cron has been removed from mw1152 (see log above).

I'd like a review (probably from @dcausse or @EBernhardson) to validate the issue is fixed.

confirmed, the crontab is now empty on mw1152
