Make -inplace the default behavior in category.py

Description

As first mentioned in T95804 I do not see a reason, why by default category.py should remove sortkeys in categories that were very probably added manually. Moving category most of the time involves just a little change in the name, not the scope of the category so the sortkeys should be kept by default.
I am filing this task because I find myself doing the mistake of running category.py move without -inplace parameter repeatedly and I just think it is not logical to remove sortkeys by default.

Hi, I think that Wesalius's request is acceptable. Few moments ago I wanted to move some categories on cswiki and I was wondering that PWB is removing sort keys. Please change the code in this way. Thank you.

I think not so because T95804 was about bug (pwb "forgets" sortkeys) and this task is request for changing the default state (pwb shouldn't remove sortkeys by default).
