Move the Planet Wikimedia change request workflow from meta to Phabricator

Description

Currently, change requests for Planet configuration are made on meta.

It's not efficient. Several weeks are needed to get a change. For example, I made two changes recently. Twice, I didn't visit the meta. page in both cases were contacted in private by someone willing the change to be handled, once on IRC, once per mail.

To solve this issue, we need to:

Hi, is there community consensus for this?

fwiw, the trigger to make ops merge stuff is adding people (me) on Gerrit, i regularly check my review queue there and claim to always merge those planet changes quickly, as long as they show up in my gerrit queue. it's true that i wouldn't check the meta page itself. so i'm all for this. it should have been Bugzilla now it should be phab.

I suggest WONTFIX. The Meta-Wiki request page is the place where consensus can be verified, and it must be on wiki. The "true" queue of requests is on gerrit and is usually enough for most cases as the blog authors generally have a gerrit account which can be cc'd.

This very report is in the wrong place, because you should have first achieved consensus on talk page.

How will that allow differentiating aggregation requests from technical issues with Planet (e.g. that blogpost exposes wrong character encodings, the planet is down etc) if that is wanted?
We will have a "Wikimedia-Planet" project in Phab after importing the "Wikimedia > Planet" product>component from Bugzilla.
